There is no definition of attack. Some in government consider every ping and attack. That’s great when you want use “millions of attacks” in your propaganda, I mean scary-gram, sorry, I mean news. Some of those same people call malware “passive surveillance”. (Here is a scholarly article on the term “attack” in international law and cyber security.
